Job Description

Role Summary

This is leadership position as part of the site management team with responsibility for the safe operation, maintenance, and the technical performance of the site wide  Distributed Control System (DCS) , associated control equipment and connectivity to instrumentation in supporting continuous operations without interruption of supply.  Ensure the correct management of the site staff and third party resources to deliver the operational objectives of the site.

Develop and recruit both the direct and indirect reporting control staff to meet the on-going needs of the site.

Support Capital projects to ensure they are implemented safely to quality, time and cost

Cost control, reporting and budget management for maintenance and capital work assoiated with the site control system

Key Responsibilities

 Process Distributed Control System

  • Ensure adequate change control and documentation is in place. Including drawing and equipment records. Ensure that a medium to long term Capital program is in place, mitigating risks associated with ageing infrastructure and equipment redundancy
  • Implement and monitor systems to safely manage interlocks and overrides with appropriate access authorisation
  • Ensure that the process alarms are designed to maintain safe operations and control any changes with adequate records
  • Ensure that Critical spares are identified and carried as stock whilst being responsible for DCS equipment stocking costs and ensuring working capital is minimised
  • Implement engineering standards for the execution of internal and external remedial work
  • Manage supplier performances to achieve key performance objectives in particular health and safety.
  • Manage team performance to achieve key performance objectives
  • Manage the site process control systems to the highest standards of Safety, reliability and availability. Process Control Siemens SIMATIC PCS 7 site wide system, discrete standalone PLC systems and individual PID plant mounted controllers.
  • Ensure all safety critical control systems are meeting requirements.
  • Ensure the process control systems meet the process requirements made upon them. Measurement and control of the production process to quality and cost.
  • Provide data to the production team to enable plant performance to be monitored and analysed
  • Work closely with the other operations staff to identify improvements in the process from improved control configuration and / or system tuning
  • Ensure preventative maintenance procedures (SOPS) are in place and worked to.
  • Ensure that a medium to long term Capital program is in place, mitigating risks associated with equipment redundancy
  • Manage supplier performances to achieve key performance objectives.

General

  • Ensure the approval, selection and purchase of all equipment and services are compliant to the highest standards of integrity, securing the best value for money and commercial terms possible.
  • Document, report and manage the appropriate budgets
  • Manage the team of technicians to meet the site objectives. Ensure full support for shift operations is in place.
  • Develop both core skills and multiskilling within the overall site plans
  • Ensure adequate change control and documentation is in place

Skills

Experienced in safe design, specification, operation, maintenance and capital work with DCS systems that are commonly found on continuous process sites. Proven ability to manage and develop continuous process control systems in a continuous production environment such as refining (petro chem, sugar, food oils/fats, paper etc). Hands on knowledge of distributed process control systems and PLC based SCADA systems.  

Knowledge

7-10 years proven experience of working as a Control Engineer in similar operational environments

Qualifications

Bachelor’s degree in Electronics and communication or equivalent

Fully conversant and trained to the latest editon of IEE wiring regulations 2015
