Duties & Responsibilities

§  Manage the development, implementation, and evaluation of complex designs.

§  Oversees construction and commissioning in order to ensure completion of projects as efficiently and effectively as possible.

§  Supervise engineering review and proposals; after budget approval, assigns projects to engineering staff; sets priorities and adjusts workload accordingly.

§  Prepare and updates project engineering procedures including description of the project administration process and contract documentation guidelines; ensures projects are implemented in accordance with District purchasing, Request for Proposal (RFP) and contracting procedures.

§  Provide technical oversight and coordination of project engineering work; through project coordination meetings and other means, monitors progress against project schedules and budgets; recommends allocation of resources as required to accomplish goals.

§  Reviews inspection reports and assists in resolution of field construction problems; authorizes or recommends change orders and claims resolution; represents District in construction contract dispute resolution meetings.

§  Monitors engineering aspects of facility start-ups; ensures project start-up plans and required documentation are completed and coordinated with Operations and Maintenance Department personnel.

§  Review of engineering deliverables, redlining drawings

§  Serves as liaison person with the Contractors regarding the design and construction of new water impoundment facilities, and all safety or stability issues related to any existing jurisdictional facility.

§  Prepares the annual budget request for the program; estimates staffing, equipment supply needs based upon recent trends and planned activities; monitors expenditures after budget adoption; approves purchase requisitions.

§  Performs other related work as required.

§  Familiar with a variety of the field’s concepts, practices, and procedures.

§  Schedule preparation and resource forecasting for engineering and other technical activities relating to the project.

§  Project status reports; budget monitoring and trend tracking

§  Effective communications between engineering, technical, construction, and project controls groups

§  Reports to the Puma Energy Global Construction Manager.

§  Responsible for planning, scheduling, conducting and coordinating the technical and management aspects of projects.

§  Participating in Client (Puma Energy)/contractor meetings and resolving Client/engineering and management project issues

§  Review and propose project Client invoices.

§  Ensure effective engineering and Client communications.

§  Confer with management and Operations to discuss and prepare project specifications and procedures.

§  Analyze technology, resource needs, and market demand, to plan and assess the feasibility of projects.

§  Plan and direct the installation, testing, operation, maintenance, and repair of facilities and equipment.

§  Prepare  monitoring and trend tracking of budgets, bids, and contracts, and direct the negotiation of research contracts.

§  Review and recommend contracts and cost estimates.

§  Present and explain proposals, reports, and findings to Puma Energy Management

§  Develop full-scale project plans and associated communications documents.

§  Track project milestones and deliverables.

§  Proactively manage changes in project scope, identify potential crises, and devise contingency plans.

§  Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.

§  Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements.

Knowledge, Skills, and Abilities:

Knowledge of: Process, Electrical, Mechanical and Civil engineering principles, practices and methods, particularly as applied to Petroleum industry; engineering economics including cost/benefit analyses; federal, state and international codes and regulations governing the operation of petroleum facilities,  environmental regulations, and workplace safety; engineering project management methods and techniques; budget administration principles of employee supervision and personnel management.

§  Ability to: Plan, organize and direct an effective project engineering program; apply engineering principles and techniques to the solution of engineering problems; review alternative engineering processes and calculate life cycle costs; prepare engineering specifications, requests for proposals, contract documents, and design drawings; plan, assign and supervise the work of subordinate staff; communicate effectively, both orally and in writing; present technical information to nontechnical audiences; maintain detailed and accurate records; prepare clear and concise written reports; establish and maintain good working relationships with those contacted in the course of the work; Manage Contractors and Puma Energy Local Engineering Teams in Countries where Projects are in Progress; Report to Puma Energy Senior Construction Management

§  Working Conditions/Physical Requirements: On a continuous basis, overtime as required; located in Africa, extensive use of computer and telephone on daily basis; travel frequently domestic , stay long periods to remote places and abroad; occasionally getting into confined spaces or climb at heights to inspect construction activities.
